Given the partisan divide that the country is experiencing, the discussion about the likely variance or volatility of the policies of the Trump administration always leads to a comparison or discussion of the policy variance of his predecessor. The consensus seems to be that the Obama administration was very ideological and that its policy responses were predictable and well within the narrow confines of the administration’s ideology. The contrast between the Obama administration and a perceived “non-ideological” Trump administration could not be greater.
