Budget Constraints and Infrastructure Spending

Our basic assumption is that budgetary considerations will limit the public spending in infrastructure building and that regulations will limit the private construction of infrastructure projects. To us, this means that the demand increases will outpace the supply and thus result in higher transportation costs.
