After a long period of super low interest rates, the Yellen Fed faces the unenviable task of exiting that policy. Preparing for that, the Fed has spent much of this year winding down the Fed bond buying program intended to hold down interest rates. The next step appears to be the eventual increase in the short term rates that the Fed believes it controls. The issues facing the Fed are when to raise the short term rate and how to signal its move.
