Is a Budget Deal Likely? We Think So.

In order to be a compromise, each of the two parties involved has to feel that they are better off than without the deal. How much better off they are after the deal depends on the strength of their negotiating hand and whether they are good negotiators. For the moment, we will ignore this and focus on why we believe that a deal is likely.
