In the latest survey, the economists have switched their focus to domestic issues, specifically the looming fiscal battles in Congress. A majority of those surveyed believe that previous congressional stalemates have had a negative effect on the economy, while some believe that fiscal uncertainty is a key reason why the economy has rebounded so slowly.
