The Jeffords Factor: The Relative Performance of the Republican and Democratic Portfolios

The defection of Senator Jeffords from the ranks of the Republican Party has altered the political calculus in Washington. The Democrats will become the majority party in the Senate, as such they are entitled to the chairmanship of all the Senate Committees. Under previous agreements the Democrats will now get one additional member in each committee, breaking the previous 50/50 split.
