It's interesting that at a time when the gap between the rich and poor is wider than its been in decades, public concern about the disparity appear to be on the wane. While some people are quick to argue that the changing fortunes of the estate tax reflect a clever lobbying and public relations campaign, we beg to differ. The political success of Bushs Social Security proposal, the House passage of bills eliminating the inheritance tax, the marriage penalty and the bill expanding the savings options, reflect a fundamental change in the attitude of the American electorate towards tax rates.
