Reagan’s experiences provide us with a road map of what to expect in the coming political battles as President Bush tries to get his economic program adopted. While the outcome of these battles may be different this time, the past will serve as a guide as to what the relevant issues will be. If we understand the process we can anticipate the economic impact of the policy changes on the financial markets, and that in turn will allow us to identify the winners and losers.
