Warning: A False Prosperity May Be in the Offing

The experience of the last three decades and the lessons learned were not applied early on by the Bush administration. The personal income tax rate cuts implemented early during the first term were phased-in, and not surprisingly somewhat ineffective. However, when given a second chance, the administration did not repeat the implementation mistake.
