A major theme to emerge from the discussion in the previous paragraphs is how to build a truly diversified energy strategy that minimizes the possibility of energy disruption and reduces the risk of an energy embargo. Economic theory and the U.S.’s own experience in the energy field suggest a simple answer: increase the substitutability among the different fuels.
