Congress is now focused on President Obama’s health care program. One of the key issues is how to pay for the program. The different measures currently being discussed include, among other things, an income tax surcharge and an additional tax on small businesses that do not provide health insurance. We are not going to get into the merits of the health care program. We are solely going to focus on the incentive or disincentive effects that the tax rate increases will generate.
