Global Warming: How to Globally Allocate the Cost of Reducing CO2 Levels

Whatever solution is adopted to deal with the problem will have real effects on the economy. In addition to the aggregate effects generated by environmental policy, there will also be some sectoral effects. The latter depends critically on the mechanism used to allocate the pollution caps. At issue is whether the caps should benefit current polluters who reduce their emissions or those who adopt cleaner and newer technology.
