The Budget Deficit, Government Spending and Tax Revenues: Cyclical or Secular?

One simple explanation for a portion of the disparity is the interaction between the cyclicality of the economy, progressive taxation and countercyclical safety net programs. During periods of fast economic growth, under a progressive tax system, tax revenues will rise faster than nominal GDP growth.
